I can’t finish the tutorial because a certain name is missing

This is an intentional puzzle and not a bug. If you keep searching you should be able to find it. If not, try clicking the duck icon for a hint.

I am pretty sure I’ve filled in the family tree but some entries are not locking

There are a couple portrait images that people commonly mistake. If you click the duck and it’s focused on one particular person, that means their information is incorrect. If you are working on a certain set of cousins, try swapping the female portraits and see if that helps.
